Why This Network Is Needed
Across the UK, a growing number of Border Collies are being surrendered, abandoned, or threatened with euthanasia due to behavioural challenges, lack of immediate placement options, or overwhelmed rescue services. Many rescues operate with limited foster capacity, and existing systems are often disorganised, with little training or support provided to foster carers. This creates a bottleneck that delays or prevents safe outcomes for at-risk dogs.
Border Collies, in particular, present unique challenges. Their high intelligence and sensitivity make them prone to stress and behavioural issues in unsuitable environments such as kennels or shelters. Without timely intervention from knowledgeable carers, many of these dogs are deemed unrehomable and are put to sleep unnecessarily.
At the same time, there is a strong, untapped community of experienced Border Collie owners who would be willing to offer short-term care if an organised, well-supported structure were in place. Many are able to manage and improve behaviour problems, giving these dogs a genuine chance at rehabilitation and adoption.
There is currently no national, structured emergency foster network specifically for Border Collies.
By establishing a CIC to fund, train, and coordinate short-term foster care, we can provide a safety net that:

Reduces pressure on rescues,

Offers clear training and support to foster carers,

Builds a database to match dogs with future adopters,

And gives vulnerable dogs the time and space they need to succeed.
